Audit Shareholder

Barbara has been with the firm since 1984 and became a Shareholder in January 2002.  She currently serves as Treasurer of the firm.

During her 38-year tenure at Sullivan Bille PC, Barbara has provided a full range of services for clients which includes planning and conducting Single Audits under Uniform Guidance, Audits of Student Financial Aid for Proprietary Schools, financial statement audits, reviews, and compilations for not-for-profit and for-profit organizations. She also provides tax services covering the preparation of federal and state tax returns for both not-for-profit and for-profit clients.

Barbara has extensive experience in the financial and compliance audits of a wide range of not-for-profit organizations, from social service programs with federal and state funding to community organizations auditing under the guidelines of the Government Auditing Standards (Yellow Book), Uniform Guidance, U.S. Department of Housing and Urban Development (HUD) and has assisted clients in the preparation of their Commonwealth of Massachusetts Uniform Financial Report.  She also has experience performing employee benefit plan audits of 401(k) Plans and ESOPs under the Employee Retirement Income Security Act of 1974 and preparing Form 5500’s for clients.

Barbara is actively involved in Peer Review, a mandatory quality control program for members of the American Institute of Certified Public Accountants (AICPA), where she participates as a team member peer-reviewing Single Audits, HUD audits, and employee benefit plans of CPA firms.

Barbara is also a member of the AICPA and the Massachusetts Society of Certified Public Accountants. She is a Government Audit Quality Center and Employee Benefit Plan Audit Center Designated Partner for the firm, the Northern Essex Community College Foundation Audit Committee chair, and a Pentucket Bank Corporator. She is also a former board member and Treasurer of the Lowell Transitional Living Center and the Greater Haverhill Chamber of Commerce.

Barbara is a Jerry Loy Award recipient and was presented with the Haverhill Chamber’s top honor when she received the 2015 Charles E. Billups Award for her years of dedication and service.

Barbara graduated from Northeastern University with a Bachelor of Science Degree, majoring in accounting.
