Thomas P. Kirwin, CPA
Shareholder/Director of Peer Review
Tom is a Shareholder and Director of Peer Review for Sullivan Bille P.C. He graduated from University of Massachusetts Lowell with honors with a Bachelor of Science Degree in Accounting and a minor in Math Computer Science option. He is a licensed CPA in the Commonwealth of Massachusetts and the State of New Hampshire. He has over thirty-five years in public accounting experience.
Prior to returning to Sullivan Bille P.C. in 2011, Tom founded Kirwin & Hickey CPAs in 1990 and Thomas P. Kirwin, CPA PC in 2004.
Tom’s responsibilities cover all the firm’s areas of practice, including auditing, accounting, and peer reviews. His clients include services to non-profit entities, construction companies, manufacturers, rental property trusts, professional services, restaurants, wholesale and retail businesses and employee benefit plans.
Tom is actively involved in the accounting profession’s peer review program, a mandatory quality control program required for licensure for members of the American Institute of Certified Public Accountants. Sullivan Bille P.C. has received a pass report on all its peer reviews, since its founding. Tom has performed peer reviews for CPA firms throughout New England as well as New York, New Jersey, Pennsylvania, Florida, and Michigan.
Tom has served on the Peer Review Acceptance Board of the Massachusetts Society of CPAs since 1992 and chaired the committee in 2001 and 2002. He has served for over twenty years on the Peer Review Executive Committee in Massachusetts and chaired it from 2018 through May 2021. From 2007 through 2010 he was one of twenty members of the AICPA Peer Review Board and served on five hearing panels of the board and was a discussion leader at the peer review conference during those years. Tom has taught continuing education courses on peer review and accounting for the NHSCPAs, MassCPAs, CSCPAs, the AICPA and NEGASC.
Tom was elected to the Board of Directors of the Massachusetts Society of CPAs in May of 2003 and chaired the audit committee of the Board.
Tom is a member of the American Institute of Certified Public Accountants, Massachusetts and New Hampshire Societies of Certified Public Accountants and the Merrimack Valley Estate Planning Council, Inc.
Past and present affiliations: Currently serve on the Finance Committee of St. Margaret of Scotland Parish, Lowell, MA, past treasurer of Spindle City Corp, Rebuilding Together Lowell, and the Merrimack Valley Estate Planning Council. Board member of U Mass Lowell Independent Alumni Association, Greater Lowell Landlords Association.
